Waller said the practice is a form of psychological warfare because it “confuses people’s heads,” adding that China will target experts such as engineers, programmers, local officials or other politicians.

“They will go out with these people for a long time and develop a meaningful emotional relationship, at least find the other side, find an emotional target, to the point of marrying them and having families with them,” she said. “That’s what they’re trained to do.”
