Maryland Den Senator, Brother, a police officer is called for harassment conspiracy

A Democratic state senator from Maryland is accused of installing a secret recording program to secretly record two critics — including a campaign adviser who was once on the run and kept quiet, according to newly filed filings.
Federal prosecutors say that Maryland State Senator Dalya Attar, her brother Joseph “Yossi” Attar, and Baltimore “Officer Kalman Finkelstein met in secret, then used the recording to threaten.
The 20-page indictment, unsealed Thursday, charges the trio with conspiracy, robbery, unlawful seizure and violation of the Travel Act.
Prosecutors said the group targeted a consultant, identified as Victim 1, who had worked on Attar’s 2018 campaign and later supported his political rivals. Victim 2 was in a romantic relationship with victim 1 and was married to another person at the time, the documents said.

Miraculously, the defendants installed hidden cameras such as smoke detectors and a tracking device in the victim’s apartment, later to review the documents showing the bed.
Prosecutors said the recording was then used to threaten exposure if the victim spoke publicly against Attar or supported his opponents.
At the beginning of 2021, the Attares are said to have discussed how to stop possible criticism, saying in a WhatsApp message, “We have a very simple … Easy way to order him to just shut up and worry about his children’s Shidduchim.” He is said to have added, “I’m not saying we’re rewarding this anywhere or doing that … but I’m saying we’re warning him … if you continue, you’re going to fix it.”

In December 2021, Joseph Attar allegedly met one of the sweepers at a Baltimore mall and warned, “I have hours of your sleep in bed [Victim 1]… Go to [Victim 1] And say you leave only Dalya … or I will share that video with everyone you know – all the rabbis in town, your children, your wife, his daughters. “
Prosecutors said the threats continued into 2022 as the defendants allegedly worked to ensure both victims remained silent ahead of Attar’s Elect campaign. The claim also states that the three were connected through encrypted whatsapp messages, which they deleted regularly to avoid detection.

The charges carry potential penalties of several decades in prison. Tatar’s office did not respond to FOX News Digital’s Reports’ request for comment.
Baltimore Police Commissioner Richard Merley told Fox 45 that Finkelstein has been serving in the administration since 2022 and is no longer in control of the police force.

Attar, a Democrat and Baltimore prosecutor, was elected to the Maryland House of Representatives in 2018 and elected to the State Senate in January 2025.
He was considered a rising figure in Maryland’s Jewish community.
